Taiwanese scholar Tsai Chin-shu returns after more than three post-sentence years in China
Multiple editorial news organizations report that Taiwanese scholar Tsai Chin-shu has returned to Taiwan. He disappeared in Xiamen in 2018 and was later sentenced by Chinese authorities to four years in prison for espionage. Taiwan's Straits Exchange Foundation confirmed his release in 2023, but reports said restrictions continued to prevent his return. Taiwan's Mainland Affairs Council says it is aware of his return but has withheld details on privacy grounds.
WHY IT MATTERS

Full report
The Taipei Times and TVBS reported on September 19–20, 2026 that Taiwanese scholar Tsai Chin-shu, head of the Southern Taiwan Union of Cross-Strait Relations Associations, had posted on social media that he was back in Taiwan. The Taipei Times quoted Taiwan's Mainland Affairs Council as saying it was aware of the case but would not provide further details because of privacy considerations.[1][2]
Tsai disappeared after traveling to Fujian for a cross-strait exchange event in July 2018. China's Taiwan Affairs Office confirmed in 2019 that he was under investigation for activities allegedly endangering national security. A 2020 China Central Television program said he confessed to collecting intelligence for Taiwan's military-intelligence authorities. Public reporting says he was later sentenced to four years in prison for espionage and four additional years' deprivation of political rights. China Rights Record has not obtained the full judgment and cannot independently determine whether the televised confession was voluntary.[1][2]
Taiwan's Public Television Service reported in June 2023 that the Straits Exchange Foundation had confirmed Tsai's release at the end of his prison term and remained in contact with him and his family. The report also said he continued to face exit restrictions and was kept on Gulangyu Island in Xiamen because of the additional deprivation of political rights. Tsai did not publicly announce his return until September 2026, more than three years after his prison term ended.[3]
A September 30 analysis by New Bloom reviewed the case alongside other Taiwanese people who were unable to return promptly after completing prison terms in China. The confirmed record establishes Tsai's return, the four-year sentence and public reporting that he remained unable to leave after his 2023 release. The complete legal basis and conditions of the restriction, the reason he returned before the reported additional term had elapsed, and any undisclosed arrangements remain unclear. This record distinguishes those verified facts from media characterizations and unresolved questions.[4]
